Labour Market Research Institute (till 1st of December, 2014 - Institute of Labour and Social Research) is the unit of public research institute - the Lithuanian Social Research Centre (LSRC). The Institute was founded in 1991 (it’s founder - the Ministry of Social Security and labour of the Republic of Lithuania) and by 2009 December 31 acted as a separate legal entity - a scientific research institute that provides the public benefit of research services in the field of social protection and labour market policies.
Under the Government of the Republic of Lithuania 23 December 2009 resolution No 1796 “Due to reorganization of Social Research Institute and Institute of Labour and Social Research” from 1 January 2010 all Labour Market Research Institute rights and responsibilities took over LSRC.
Activities of the Institute:
The Institute conducts scientific research on the issues of labour and industrial relations, remuneration, labour market, employment and unemployment, development of human resources, labour market vocational training and guidance, occupational activities, safety and health at work, social insurance, social assistance and other social issues, develops recommendations on these issues for social policy formation and implementation;
- The Institute actively contributes to the disclosure of labour and social policy problems in the country and enlightenment of the society on the possible solutions of such problems – the Institute publishes the findings of the surveys and researches conducted by the Institute in Lithuanian and foreign publications (about 30 scientific articles per year), organises scientific conferences and theoretical seminars as well as presentation of the findings of conducted surveys to the customers and other parties concerned; in addition, the staff of the Institute read papers in scientific conferences and seminars outside the Institute;
- The Institute shares in educational/training activities – researchers of the Institute deliver lectures at the national universities, provide scientific supervision of students’ theses for doctor’s, master’s and bachelor’s degrees, give series of lectures to students and members of social partner organisations as well as to the staff of other institutions, shares in defences (defence councils) of doctoral dissertations, theses for master’s and bachelor’s degrees.
The Institute carries out theoretical and applied scientific research under the contract with the Research Council of Lithuania, the European Commission, the International Labour Organisation, The European Foundation for the Improvement of Living and Working Conditions, the country's ministries (Social Security and Labour, Economy, Education and Science, ect), Lithuanian Labour Exchange and Local Labour Exchange, The State Social Insurance Fund Board, municipal administrations and others. Since year 1991 the Institute has developed over 700 scientific research reports.
Staff of the Institute:
The Institute employs 11 researchers and experts, including 6 with scientific degrees, 1 staff member working for doctor’s degree; 5 staff members prepared and defended their doctoral dissertations while being on staff at the Institute;
- Other researchers and experts needed for certain surveys are hired under fixed-term employment contracts and/or civil contracts (about 10-20 persons per year).
The staff members of the Institute maintain close scientific relations with institutions for science and studies, governmental and non-governmental organisations in more than 20 countries of the world, share in the activities and projects of international organisations. The ECOTEC Research and Consulting included the Institute in the list of European institutions undertaking labour market research as early as in 1994.
Labour Market Research Institute is headed by the Director Professor Dr. (HP) Boguslavas GRUŽEVSKIS.
Boguslavas Gruževskis in year 1985 graduated from Vilnius University, Faculty of Economics; his scientist career began in the Lithuanian Academy of Sciences Institute of Economics. In 1990 Moscow University, Faculty of Economics, he defended his social science PhD (candidate) dissertation. Since year 1991 he has been working for Labour Market Research Institute, and since year 2006 has become the Institute's director. Since 1997 B. Gruževskis lectured at Vilnius University Social Work Department, in 2004 he was awarded the academic title of associate professor. In year 2009 B. Gruževskis passed the habilitation procedure and from 2010 remain a professor.
Professor Dr. (HP) Boguslavas Gruževskis is a European Commission expert in employment and labour market policy issues. During the career he was a member of Council for Higher Education at the Ministry of Education and Science, and a member of various institutions of higher education and science institutions boards. B. Gruževskis actively cooperate with foreign scientific centers and the Lithuanian public administration institutions. 1992-2010 he internship in Sweden, U.S., Polish, Danish, Spanish and French universities; has published more than 90 publications and scientific articles. B. Gruževskis scientific activities: an analysis of employment trends, labour market policy, labour market research, vocational training, an effectiveness of labour market measures, labour force supply and demand compatibility, social dialogue in the sphere of employment, social exclusion, the subjective and personal well-being.
